In older adults the picture is more interesting. A double-blind randomised study in 60 to 80 year olds at 2.4 g a day for twelve weeks reported effects on cognitive function, mood and physical function, and a follow-up looked at hippocampal and amygdala imaging in the same age band. The carnosine and anserine trials, the anserine and carnosine memory trial and the APOE4 follow-up study, also recruited older participants.

On the blood-flow side the same pattern shows up. The chronic citrulline and nitrate trial was run in older individuals specifically, because vascular function is where age makes the most difference.

None of that establishes anything about this capsule at its unstated dose. It does suggest that if this formula is going to do anything for anyone, the someone is more likely to be sixty than twenty-five.
